The variants differ in the kind of context they ask for. That is deliberate. A turnover clean, a recurring home-care service, and a small commercial cleaning account should not all use the same quote language.
This keeps the flow lightweight, but the wording and shape of the form should still reflect the kind of cleaning business the page is built for.
